Predatory vs Legit OA in 2026: A Sniff Test That Holds Up
An unsolicited invite lands in the inbox from a journal that looks legitimate: recognizable field, plausible name, claimed PubMed indexing. Run it through the 7 checks below and it fails 5 — not a close call, even though it looked close on the first read.
That's the 2026 problem. Predatory publishers have gotten better at surface appearance. The tells are still there, but you have to know which signals actually discriminate.
Why Beall's List and DOAJ Both Fall Short
Beall's List was taken down in January 2017, reportedly under legal pressure from publishers it named. Archived versions still circulate, but they're stale — predatory publishers rebrand, change URLs, and restart under new imprints faster than any static list can track.
DOAJ is better, but it's a positive list, not a negative one. Inclusion means the journal cleared DOAJ's criteria at the time of application. It doesn't guarantee current editorial standards, and journals can degrade after listing. DOAJ inclusion is one positive signal, not a clean bill of health.
The journal selection decision for legitimate OA requires going further than either list.
The 7-Signal Sniff Test
Ordered from most to least discriminating.
1. Editorial board — are these real researchers?
Pull 3–5 names from the editorial board. Search them on PubMed or institutional directories. Predatory journals frequently list researchers with no record in the claimed field, or who have been listed without their knowledge (documented at several Hindawi-adjacent publishers). Legitimate journals list verifiable, active researchers.
2. Peer review transparency — does the process description have any specifics?
"Double-blind peer review" in a scope statement means nothing alone. Legitimate journals increasingly publish their review timelines, acceptance rates, and reviewer guidelines. A one-sentence peer review description with no process detail is a gap worth interrogating.
3. Turnaround claims — how fast do they promise to move?
"Decision in 3 days" is a red flag, not a selling point. Legitimate peer review takes time because it's real work — unrealistically fast turnaround is a recurring red flag in academic-library predatory-publishing guides. Any journal promising decisions in under 2 weeks on original research, with no explanation of an expedited pathway, is claiming something inconsistent with actual review. Outlier: registered report first stages can legitimately move fast — but only under a documented protocol.
4. APC pattern — do fees appear before or after review?
Predatory journals sometimes obscure article processing charges until after acceptance, when sunk-cost psychology makes authors less likely to walk. Legitimate OA journals list APCs prominently before submission. If the fee only appears at acceptance, that's a discriminating signal.
5. Indexing coverage — what do the databases actually show?
Claimed PubMed indexing is checkable in 30 seconds: search the journal title in NLM catalog. If it doesn't appear, the claim is false. Scopus and Web of Science have public search interfaces that confirm journal-level status. 6. Retraction handling — has the journal corrected the record?
All journals eventually retract papers. What distinguishes legitimate publishers is whether retractions are posted, indexed, and linked to the original article. Search the Retraction Watch database. A journal with 5+ years of volume and zero retractions can itself be a signal — predatory journals often ignore misconduct rather than correcting it.
7. Publisher track record — who owns this journal?
Some predatory publishers operate dozens of journals under different imprints. If the publisher has no named leadership with verifiable credentials, or if searching the publisher name plus "predatory" returns hits in scholarly publishing discussions, treat it as suspect until it clears the other 6 signals.

Legitimate OA: PLOS ONE. Clears all 7. Editorial board listed with verifiable ORCID links. Peer review process documented with statistics. APCs disclosed upfront. PubMed and Scopus indexed. Retraction policy explicit. PLOS as a publisher has established governance.

Promised 3-day decisions. APC disclosed only in the acceptance letter. The journal name is constructed to sound adjacent to a well-known legitimate publication in the field.
Predatory case 2: A Hindawi-adjacent publisher. DOAJ listed (passes check 1), but flagged on Retraction Watch for mass-review manipulation. APC pattern changed after acquisition. Turnaround claims inconsistent with actual publication dates in their archive. DOAJ listing didn't detect the post-acquisition quality collapse.
The Practical Sequence
Run all 7 checks before shortlisting a journal, using DOAJ's own transparency criteria as a cross-reference for checks 1, 2, and 4. First time: about 15 minutes. Repeat journals: 5 minutes.
Desk rejection from a predatory journal isn't the only cost — publication in one creates a citation record problem that follows the manuscript if you need to move it. The sniff test isn't foolproof, but failing 3 or more of 7 is strong evidence. Failing 5 is definitive.
